How do I configure my Eclipse aquarium filter after storage?

Hello - I am unable to wheel in the filter to run (ie round). I cleaned it with water only, the new wet (blue) and blue filter set up (the only way he would come in the unit) and now, although the unit is quietly booming, the wheel does not rotate. It has probably been stored for about 3 or so years. I need to get a new wheel? A new filtration system? Maybe he is not sucking the water (do not appear to be do - the waiting area where the blue filter is sitting is not the filling). I've never been one who took care of the aquarium. Try to do something special for children, but can not make it work. Any help or advice appreciated. Thank you!

If you notice a lot of hard water deposits on the wheel itself or on the sides of the wheel, you'll need a new wheel.
